Wang Shujun, a U.S. citizen who lives in Queens, New York, and four officials from China’s Ministry of State Security are charged with espionage and transnational repression in the U.S. and abroad, according to an indictment in the federal court in Brooklyn. The four officials are Feng He and Ming Li from Guangdong, Jie Ji and Keqing Lu from Qingdao, Shandong.

The indictment states that Wang Shujun communicated and provided information to the Ministry of State Security, including He, Ji, Li, and Lu, through encrypted messaging apps and emails, as well as through meetings in Communist China. The information includes Wang Shujun’s private conversations with prominent dissidents and details of the activities of pro-democracy activists and human rights groups. Among those Wang reported to the Ministry of State Security, at least one Hong Kong pro-democracy activist and dissident was subsequently arrested by the CCP government.

The report pointed out that Wang Shujun had helped establish a pro-democracy organization in Queens against the CCP regime. However, he used his identity and position in the Chinese diaspora and dissident societies to covertly gather information on anti-communist figures and human rights leaders and provide it to Chinese Ministry of State Security officials. He, Ji, Li, and Lu, as Wang Shujun’s liaisons, instructed him to target individuals and groups that the CCP deems subversive, such as Hong Kong pro-democracy activists, advocates of Taiwan independence, and those who support Uyghurs and Tibet in order to get information on specific topics and events that are critical to the Ministry of State Security.

In addition, the U.S. court charged Wang Shujun with making substantial false statements to federal law enforcement, denying ties to CCP officials or the Ministry of State Security.

At present, Wang Shujun has been arrested while the four officials of the Communist China Ministry of State Security are still at large.
