The U.S. House of Representatives introduced the America COMPETES Act of 2022 on Tuesday night (Jan. 25), a bill aimed at strengthening U.S. competitiveness and launching an all-out fight against the totalitarian Chinese Communist Party.

The full name of the bill is “America Creating Opportunities for Manufacturing, Pre-Eminence in Technology and Economic Strength Act of 2022”, abbreviated as the America COMPETES Act of 2022, according to its acronym in English. The bill is based on a bipartisan version of the U.S. Innovation and Competition Act introduced in the U.S. Senate last June, after the House of Representatives introduced its own revised version on Tuesday.

Under the bill, the United States would create a U.S. Chip Fund, improve the U.S. supply chain, strengthen homegrown manufacturing, prevent shortages of critical items and ensure that more of these products are made in the United States. The bill would advance U.S. scientific research and technological innovation and ensure U.S. global competitiveness and leadership through economic development, diplomacy, human rights and alliances.

House Speaker Nancy Pelosi hailed the bill as a “bold, results-oriented” piece of legislation, saying it “will strengthen America’s national and economic security and the financial security of our families, and enhance our leadership position in the world.”

President Joe Biden also said in a statement after the text of the bill was made public, “The House today took an important step forward in advancing legislation that will make our supply chain stronger and reinvigorate the innovation engine of our economy, allowing us to compete against Communist China and the rest of the world in the decades ahead. “

The wide-ranging America COMPETES Act of 2022 has several provisions related to Taiwan, including strengthening the U.S.-Taiwan partnership, and includes elements of the Taiwan Peace and Stability Act and the Taiwan International Solidarity Act, introduced last year by a bipartisan group of House members.

The bill also authorizes $500 million to the Voice of America’s parent organization, the U.S. Agency for Global Media (USAGM), to support local U.S. media, establish independent media, combat disinformation in and outside of China, and completely disrupt the technology used for censorship. The bill also provides for the establishment of the Liu Xiaobo Chinese Language Research Fund to support research institutions that replace the Confucius Institutes established by China at U.S. universities.

During the Trump presidency, the powerful MAGA (Make America Great Again) movement was launched. The campaign also aims to revive the U.S. economy and sanction the totalitarian Chinese Communist Party.
