On November 16th, Senate Majority Leader Chuck Schumer, D-N.Y, announced at his weekly press conference attachment of the U.S. Innovation and Competition Act of 2021, or USICA, with the National Defense Authorization Act, and the merged bill being passed by the end of the year.

Schumer stated that in the last decade, about ⅓ of the world’s chip supply came from the USA, but now the shares came down to below 12%. While other countries, especially China has surpassed us, this is hurting our American workers, consumers and national security.
It’s known that if the competition bill is passed, $190 billion in authorized spending will be used in China competition-related fields, including semiconductor manufacturing, technology security, and American labor training. The bill includes various national security measures designed to thwart exfiltration of U.S. intellectual property and cyberattacks, with a particular focus on threats from China.
