In order to seek re-election as the chief executive of Hong Kong, Carrie Lam issued a new “Policy Address” on the 6th, stating that she is actively promoting the local legislative work of Article 23 of the Basic Law. This draft law related to the Chinese Communist Party’s national security law caused a huge controversy in Hong Kong from 2002 to 2003, triggering a demonstration by 500,000 people. As a result, the final legislative process had to be shelved.
Democrats in Hong Kong generally believe that the content of Article 23 of the Basic Law is ambiguous. In the Article, Hong Kong and the mainland have different standard definitions. In addition, the so-called sedition, subversion of state power, and theft of state secrets can be imprisoned. The maximum sentence is even life imprisonment.
The CCP has brutally suppressed the people of Hong Kong for more than two years since the Hong Kong protest movement took place, attempting to turn Hong Kong into an inland city. Therefore, under Beijing’s instigation, Carrie Lam’s forcibly pushing and even passing the overly harsh and pan-politicized criminal provisions of Article 23 will be another major blow to human rights and freedom in Hong Kong.
