A document written by China’s People’s Liberation Army (PLA) scientists and public health officials five years before the COVID-19 pandemic discussed the potential of a third world war fought with biological weapons.
The United States Department of State obtained the 2015 document during an investigation into COVID-19’s origins, according to The Weekend Australian.
Tom Tugendhat and James Paterson, the chairmen of Britain and Australia’s foreign affairs and intelligence committees, stated the 263-page paper raises serious concerns surrounding the Chinese Communist Party’s (CCP) lack of transparency around COVID-19 and its origins.
The paper, titled The Unnatural Origin of SARS and New Species of Man-Made Viruses as Genetic Bioweapons, states SARS coronaviruses can be modified and weaponised as an emerging human disease virus to unleash a new era of genetic weapons. It also describes China’s research progress in this biowarfare field.
“Following developments in other scientific fields, there have been major advances in the delivery of biological agents,” the document reads.
“For example, the new-found ability to freeze-dry micro-organisms has made it possible to store biological agents and aerosolise them during attacks.”
Among the document’s 18 authors are China’s senior public health and military figures, like Li Feng, the former deputy director of China’s Bureau of Epidemic Prevention.
“Ten of the authors are scientists and weapons experts affiliated with the Air Force Medical ¬University in Xi’an, ranked “very high-risk” for its level of defence research, including its work on medical and psychological sciences, according to the Australian Strategic Policy Institute’s Defence Universities Tracker,” The Weekend Australian reported.
Chinese President Xi Jinping gave the PLA command over The Air Force Medical University, or the Fourth Medical University, during his 2017 military reforms.
Furthermore, the document’s editor-in-chief, Xu Dezhong, was under the command of
the Chinese Military Commission and Ministry of Health throughout the 2003 SARS epidemic. Mr Xu’s online biography states he briefed the organisations 24 times and prepared three reports during the 2003 epidemic.
The editor-in-chief was also an Air Force Medical University Military Epidemiology professor and doctoral supervisor.
Although there is no current evidence that suggests COVID-19 was intentionally released, intelligence agencies suspect the virus escaped from a Wuhan Institute of Virology (WIV) laboratory. Since early 2020, this line of inquiry has been under active investigation.
Seasoned digital forensics specialist Robert Potter, who has experience analysing leaked Chinese government documents, has verified the paper’s authenticity.
“We were able to verify its [the paper’s] authenticity as a document authored by the particular PLA ¬researchers and scientists stated. We were able to locate its genesis on the Chinese internet,” Mr Potter stated.
It is believed WIV scientists were focused on “Gain of Function” research, which involves maximising the lethality of a virus.
Australian Strategic Policy Institute executive director Peter Jennings said it is challenging to pinpoint biological weapon research capabilities as researchers do not decide its purpose.
“If you are building skills ostensibly to protect your military from a biological attack, you’re at the same time giving your military a capacity to use these weapons offensively. You can’t separate the two,” stated Mr Jennings.
However, the document shows how senior scientists at The Air Force Medical University viewed biological weapons development and usage strategies. For example, the paper suggests a bioweapon attack could cause a sudden increase in patients requiring hospitalisation, which could cause a breakdown in the enemy nation’s medical system.
Furthermore, the authors mention research from former US Air Force colonel Michael J. Ainscough on bioweapons and conflict. This cited data describes a US Air Force Program implementing “next-generation bioweapons” to prepare American national security policymakers and senior military members against weapons of mass destruction.
From Colonel Ainscough’s research, the paper predicts that World War Three will be a biological war that can only be won with bioweapons.
“Colonel Ainscough’s conclusion states: ‘There are those who say the First World War was chemical, the Second World War was nuclear, and that the Third World War — God forbid — will be biological’,” wrote the authors.
“There are two meanings to this: Firstly, the First and Second World Wars were chemical and nuclear wars respectively; and the Third World War will certainly be a biological war. Secondly, advanced weapons are the key factor in determining the fate of World War III. Colonel Ainscough probably believed that the two atomic bombs forced Japan to surrender, laying the foundation for victory in World War II; so, the core weapon for victory in World War III will be bioweapons”.
The study also outlines the optimum conditions for bioweapon release.
“Bioweapon attacks are best conducted during dawn, dusk, night or cloudy weather because intense sunlight can damage the pathogens,” the paper states.
“Biological agents should be released during dry weather. Rain or snow can cause the aerosol particles to precipitate.
“A stable wind direction is desirable so that the aerosol can float into the target area.”
Furthermore, the study claims that SARS-CoV-1, the virus behind the 2003 SARS epidemic, was supposedly a foreign artificial bioweapon unleashed on China.
However, scientific consensus confirms SARS-CoV-1 transmitted from Asian palm civets to humans. This transmission likely occurred at wet markets in southern China’s Guangdong province.
Former US Secretary of State Mike Pompeo and his chief China adviser, Miles Yu, have included the paper in the Wall Street Journal op-ed in February on China’s laboratories.
The coordinator of the Inter-Parliamentary Alliance on China, Luke de Pulford, also cited his concerns on the study.
“If this piece of work is representative of the scientific thinking of those who have advised the top leadership of the Chinese Communist Party, then there are very serious questions which need urgent ¬answers,” he said.
On March 31, World Health Organisation (WHO) director-general Tedros Adhanom Ghebreyesus stated the need for further investigation into the laboratory leak hypothesis. He also criticised the WHO investigative mission into the pandemic’s origins for lack of thorough examination and dismissing the lab leak theory.
“Although the team has concluded that a laboratory leak is the least likely hypothesis, this requires further investigation, potentially with additional missions involving specialist experts, which I am ready to deploy,” said Dr Tedros.
“The team also visited several laboratories in Wuhan and considered the possibility that the virus entered the human population as a result of a laboratory incident. However, I do not believe that this assessment was extensive enough. Further data and studies will be needed to reach more robust conclusions.”
In 2020, the US State Department annual report on arms control agreements noted China’s continued development of biotechnology infrastructure and pursuit of scientific cooperation with nations of concern.
“The United States has compliance concerns with respect to Chinese military medical institutions’ toxin research and development because of the potential dual-use applications and their potential as a biological threat,” the report reads.
The Arms Control Association, a US non-governmental organisation promoting effective arms control policies, cited a past US government treaty compliance report which stated China, North Korea, Iran and Syria, had violated the treaty.
“The convention has been flagrantly violated in the past … the US government listed, in addition to Russia, (Biological Weapons Convention) states-parties China, Iran, and North Korea, as well as BWC signatory Syria, as possessing offensive biological weapons in violation of the treaty.”
