The National People’s Congress (NPC) and the Chinese People’s Political Consultative Conference (CPPCC) will be held in Beijing next month. The Chinese Communist Party (CCP) authorities demanded that “secondary security checks” be implemented for all mail and express mail entering Beijing. All drivers responsible for vehicle services for NPC and CPPCC must be fully vaccinated.

Recently, the State Post Bureau of the CCP issued a notice requiring that from February 25 to the next day after the closing of NPC and CPPCC, the mail and express mail into Beijing to fully implement the “second security check” before delivery, without security markings of mail and express mail are returned. The enterprises should carry out receiving and inspection of incoming mail and express mail, real-name collection, over the machine security inspection “three systems”, the implementation of extraordinary control measures. The Beijing Municipal Postal Administration requires the deployment of “three systems” for the same city mail and express mail.

The notice from the State Post Bureau of the CCP said it urged mail enterprises to make every effort to check and block prohibited items such as those involving guns, explosives, pornography, illegal substances and dangerous chemicals, and to strictly prevent dangerous items from being transported into Beijing.

In addition to mailing objects, the CCP National Railways Group also announced that people entering and leaving Beijing by train in the near future must pay attention to the following: people from high and medium risk areas cannot enter Beijing in principle; people from low risk areas who enter Beijing by train before March 15 must have a negative nucleic acid test certificate within 7 days before arrival in Beijing.

In addition, on February 21, the Beijing Municipal Traffic Management Department in the Asian Sports Village test field to test one by one during the NPC and CPPCC, the vehicles provided by the BAIC Taxi Group, a “comprehensive medical examination” to ensure that “zero failure, no fault” and so on.

Some drivers said drivers in charge of transportation services for the NPC and CPPCC must have their temperatures taken and be vaccinated starting Feb. 4.
