Dec 31, 2019, the Wuhan Municipal Health and Health Commission issued a public notice for the first time that some medical institutions recently found that many of the pneumonia cases received were related to the South China Seafood Market. After receiving the report, the Wuhan Municipal Health and Health Commission immediately launched the South China Seafood Market related case searches and retrospective investigations which have found 27 cases, of which 7 are in serious condition, and the remaining cases are stable and controllable, and 2 patients are expected to be discharged in the near future. Based on the situation, treatment outcomes, epidemiological investigations, preliminary laboratory tests and other aspects of the situation analysis, experts believed that the above cases are viral pneumonia. The investigation found no obvious human-to-human transmission and no medical staff infection.

Zhong Nanshan, head of a high-level expert organized by the National Health Commission, said that the new virus causing the pneumonia outbreak in Wuhan could spread from human-to-human.
On January 21, 2020, Wuhan-pneumonia caused one death, a second confirmed case in Shanghai, 4 cases are being tested, 15 medical personals were infected including one suspected case.
On Jan 23, 2020, Central Military Commission ordered the central theater to assist Wuhan in closing the city to prevent the instability of the people caused by the panic sentiment.
