CCP members who work in (or infiltrated into) foreign banks

Two weeks ago, a list of nearly 2 million Chinese Communist Party (CCP) members in Shanghai was cast under the limelight. This leaked data base became a hot topic with countless discussions on the internet. The database and equivalent csv files were available publicly online, and was downloaded by many curious netizens.

As a beginner in Python programming, I believe it is an excellent opportunity to do some data mining exercises. I wrote this article to showcase my analytical findings, specifically, I have focused on CCP’s infiltration into foreign banks.

I have used the two csv files I downloaded. The first file contains 1,048,576 rows of data and the second part contains 908,663 rows of data. This aligned with the number of CCP members according to news report.

My results are presented below:

In the graph above, we can find that HSBC, Standard Chartered, The Bank of East Asia, Hang Seng Bank, and Citibank are the top 5 banks with the most employees who are CCP members. Banks from Japan are also penetrated by many CCP members, though none are in the top 5. ANZ Banking Group, one of Australia’s largest banks, also hires 23 CCP members. I did not find other Australian banks appearing on this dataset.

As for the numbers of the party organizations inside these foreign banks, Standard Chartered and HSBC absolutely beat all other competitors. The CCP has 10 branches inside the Standard Chartered and 9 branches inside the HSBC. Hang Seng Bank and The Bank of East Aisa are in the third place. Both of them have four CCP branches inside. The remaining foreign banks have less than four organizations of the CCP.

I have aggregated all figures based on the headquarter(HQ) locations of these banks and generated the following two graphs:

From above, the banks in UK had the most number of staff who were CCP members. Hong Kong and Japan are in the second and the third place, respectively. It is also surprising that CCP members also penetrated the bank in Thailand, though the number is small (14 CCP members). As for the CCP organizations inside the bank, these figures are consistent with the numbers of the CCP members: the UK, Hongkong, and Japan occupy the top 3 places. Since both HSBC and Standard Chartered are from the UK and have the most CCP branches, it is by no accident that the number of CCP organizations for British banks is the highest: 20 in total.

The tabulation of my results is shown below. I welcome any comment or feedback on my analysis.

  1. Although the HQ of Fubon Bank (China) is located in Shanghai, CCP controlled mainland China, its parent company Fubon Financial Holding is headquartered in Taiwan.
  2. There are also 3 CCP branches named ‘foreign bank CCP branch,’ though these branches do not target any specific bank. All three branches have 64 CCP members.
  3. Data Resource: (It seems that this resource is no longer available now. You may search for other potential resource channels in Gitlab)
  4. I use Python Pandas DataFrame for the data analysis, you may also apply SQL if you use the database (.db) version of this dataset.
