According to the company’s own introduction (https://www.smartmatic.com/us/about/our-history/), in 2000, “Smartmatic was founded in Palm Beach County, Florida, USA.”; in 2004, “Our HQ moves to Amsterdam in the Netherlands.”; and in 2012, “We open our new HQ in London”.

The Venezuelan background can be seen in the introduction of the company’s president, CEO, and other executives.

The ownership structure of the company has been a mystery, and the U.S. government ordered the sale of the less-than-three-year-old Sequoia voting business that it purchased because it was considered a Venezuelan company that posed a threat to the national security of the U.S.

According to Wikipedia[5], 

“Though Smartmatic has made differing statements saying that they were either American or Dutch based, the United States Department of State stated that its Venezuelan owners “remain hidden behind a web of holding companies in the Netherlands and Barbados”.[9][3]  The New York Times states that “the role of the young Venezuelan engineers who founded Smartmatic has become less visible” and that its organization is “an elaborate web of offshore companies and foreign trusts”,[104] while BBC News states that though Smartmatic says the company was founded in the United States, “its roots are firmly anchored in (Venezuela)”.[3] Multiple sources simply state that Smartmatic is a Venezuelan company.[108] Smartmatic maintains that the holding companies in multiple countries are used for “tax efficiency”.

WikiLeaks has even more reports: 

“they have a list of about 30 investors who remain anonymous. Jose Antonio Herrera, Anzola’s father-in-law (and first cousin to Venezuelan Ambassador to the United States Bernardo Alvarez), told poloff in 2004 the silent partners were mainly upper class Venezuelans, some of whom were staunch Chavez opponents. There were rumors, however, that Smartmatic’s early profits came from Venezuelan defense contracts supplied by then-Defense Minister Jose Vicente Rangel, whom Chavez later promoted to Vice President. Perhaps coincidentally, the Vice President’s daughter, Gisela Rangel Avalos, was the head of the local corporate registry when Smartmatic was registered, which contributed to allegations of the Vice President’s involvement. These unconfirmed rumors also suggested that one-time Chavez political mentor Luis Miquilena was also a shareholder in the company.”

“The identity of Smartmatic’s true owners remains a mystery. Our best guess is that there are probably several well-known Venezuelan businessmen backing the company who prefer anonymity either because of their political affiliation or, perhaps, because they manage the interests of senior Venezuelan government officials.” [6]

According to BBC’s report[7], “After several so-called “elections,” the Venezuelan people discovered that the dictatorship remained intact and finally recognized the nature of the voting system, which led to the “burning of voting machines” events of early March of this year, in which tens of thousands of voting machines were set ablaze.”

The Sequoia or Smartmatic voting systems in the United States have long been controversial and continuously discussed [1,5]. During this process, people behind Sequoia, Dominion, and Smartmatic voting systems have learned to become more sophisticated, from changing the laws, delaying the process, and counterfeiting tactics to infiltrating executives, authorities, media, and celebrities, etc. Yes, their schemes almost succeeded.
