The Chinese government is unswerving in its determination to safeguard the interests of national sovereignty and security development, in its determination to implement the “one country, two systems” policy, and in its determination to oppose any external forces to interfere in Hong Kong affairs
Recently, the two houses of the US Congress passed the so-called “Hong Kong Autonomy Act” to unilaterally impose so-called sanctions on Hong Kong. The US seriously violated international law and basic norms of international relations and is wantonly interfering in Hong Kong affairs and China’s internal affairs. No matter how much pressure is exerted by external forces, it cannot shake China’s determination and it will safeguard national sovereignty and security and maintain Hong Kong’s prosperity and stability.
Maintaining national security has always been with the central authority, and this is true in any country. Hong Kong is a special administrative region of China. In accordance with the Constitution of the People’s Republic of China, the Basic Law of Hong Kong and the relevant decisions of the National People’s Congress, the Standing Committee of the National People’s Congress of China formulates the Law on Safeguarding National Security in the Hong Kong Special Administrative Region. It is entirely China’s internal affairs, and no foreign country has the right to interfere. The National Security Legislation on Hong Kong targets very few acts that seriously endanger national security. It will better protect the legitimate rights and interests enjoyed by Hong Kong residents and will not restrict the human rights and freedoms enjoyed by Hong Kong according to law. The National Security Legislation on Hong Kong not only will not harm “one country, two systems”, but also help promote the “one country, two systems” to achieve stability. The United States tried to obstruct China from plugging the loopholes in Hong Kong’s national security. After its attempt to completely fail, it threatened “sanctions” on China. This was an inappropriate intervention in China’s internal affairs, a brutal violation of international law and basic norms of international relations and fully exposed the complete double-standard and robber logic of the United States.
The National Security Legislation on Hong Kong provides a strong system and legal guarantees for safeguarding national sovereignty, security, development interests, ensuring Hong Kong’s long-term security and long-term prosperity and stability, and ensuring the stability of “one country, two systems”. It is supported by all Chinese people, including Hong Kong compatriots. Prior to this, the Commission of Legislative Affairs of the Standing Committee of the National People’s Congress together with the Hong Kong and Macao Affairs Office of the State Council and the Liaison Office of the Central People’s Government in the Hong Kong Special Administrative Region, held 12 seminars in Hong Kong to fully listen to “The National Security Legislation on Hong Kong (Draft)”. 120 representatives from Hong Kong’s political, legal, business, financial, education, technological, cultural, religious, youth, labor and other sectors, as well as social organizations and regional groups, unanimously expressed their support for the National Security Legislation on Hong Kong and believed that the enactment of this law would block Hong Kong’s special administrative region’s legal loopholes in maintaining national security. It is conducive to maintaining the long-term prosperity and stability of Hong Kong and ensuring the stability of “one country, two systems. It is generally hoped that this law will be promulgated and implemented as soon as possible. “Supporting National Security Legislation on Hong Kong” United Front launched a 15-day online co-signing event on June 15. More than 1.5 million citizens signed against external forces interfering in Hong Kong affairs and China’s internal affairs, which fully reflected the common aspirations of the general public. The United States should look at such facts more and listen to such calls.
Hong Kong is an international financial, trade and shipping center and has an important place in the international economic landscape. Its status as an independent customs zone is determined by the World Trade Organization and is not unilaterally granted by individual countries, nor will it be imposed by individual countries. The National Security Legislation on Hong Kong, while plugging the loopholes in Hong Kong’s national security, will certainly improve Hong Kong’s social business environment and help increase investor confidence in various countries. The US threatened to impose so-called sanctions on China, which proved that what they cared about was not Hong Kong’s democracy and freedom, nor Hong Kong’s stability and prosperity, but the use of Hong Kong as a pawn to curb China’s development. This just shows the urgency and necessity of Hong Kong’s national security legislation against interference by external forces. In the past 10 years, the United States has obtained the highest trade surplus among its global trading partners in Hong Kong. Of the 1,344 U.S. companies stationed in Hong Kong, 278 are regional headquarters, and about 85,000 U.S. citizens have settled and worked in Hong Kong. Hong Kong has important economic value to the United States. The US sanctions will inevitably affect the normal operation of financial institutions and the interests of many customers. Of course, it also includes American companies and people related to Hong Kong.
Hong Kong is China’s Hong Kong. Hong Kong affairs are purely China’s internal affairs, and it is reasonable to maintain national security in Hong Kong. The Chinese government is unswerving in its determination to safeguard the interests of national sovereignty and security development, its determination to implement the “one country, two systems” policy, and in its determination to oppose any external forces to interfere in Hong Kong affairs. The United States is advised to recognize the situation and stop interfering in Hong Kong affairs and China’s internal affairs in any way. Otherwise, China will absolutely and forcefully fight back. The United States will bear all the consequences.
