Josep Borrell, the high representative of the Union for foreign affairs and security policy, indicated in one declaration: ”Europe Union feel regret for the behaviors against the democratic principle and political pluralism, and treat the selection process as another step to destroy the ‘One Country, Two Systems” policy.

Based on the Basic Laws and international promise, Europe Union give serious attention to keep Hong Kong’s high autonomy and respect human rights, as well as basic freedom, including freedom of press, democratic principles and rule of law; Europe Union appeal to Communist China and Hong Kong government to follow their national and international promises, especially to the final goal that: the selection of the Chief Executive and the members of Legislative council must base on the universal suffrage form.
