European Parliament adopts resolution on Hong Kong freedom, first mention of Hong Kong’s WTO status

On January 20th, the European Parliament adopted a resolution on the infringement of Hong Kong’s fundamental freedoms with 585 votes in favor, 46 votes against and 41 abstentions. Based on a large number of cases where Hong Kong’s freedoms have been seriously violated and deprived, the resolution proposes 26 action measures to be taken by the EU and member states, covering political, economic, diplomatic, educational and other fields.

The resolution strongly condemns the deterioration of human rights and freedom of expression in Hong Kong and reaffirms its solidarity with the people of Hong Kong in their struggle for freedom and democracy. The EU Council was asked to sanction eight officials from Hong Kong and Communist China and to establish a list of companies involved in human rights violations in Hong Kong.

In light of the destruction of Hong Kong’s autonomy under the “one country, two systems” model, the resolution offered for the first time to review the EU’s customs cooperation and mutual assistance agreement with Hong Kong, as well as the EU’s approach to Hong Kong’s WTO seat.

The resolution was strongly opposed by Communist China (on the same day and on the 21st), Communist China’s mission to the EU, Communist China’s Foreign Ministry and Office in Hong Kong, the Liaison Office of the Central People’s Government in Hong Kong, and the Hong Kong Government responded, accusing the European Parliament of interfering in Hong Kong’s affairs.
