On Nov 28th local time, the triennial Forum on China-Africa Cooperation opened in Dakar, the capital of Senegal. Antony Blinken, U.S. Secretary of State paid a visit to Dakar before the Sino-Africa cooperation forum and gave a speech, expressing that U.S. aimed to inspire a race to the top for global infrastructure, close the infrastructure gap, reduce corruption and avoid saddling countries with unmanageable debt.
