The “Public-Private Partnership Campaign”between 1955 and 1966 again happened in mainland today(I,1/2)

In Sep 2nd,1954, the CCO Government passed “Public-Private industrial enterprises provisional regulations”, in which it regulated public-private partnership was implemented for capitalist enterprise. 

In 1early 956, there was a nationwide climax about socialist reform, which was to make capitalist industry and commerce realize the whole industry public-private partnership. The country switched to a “fixed-interest system” for the redemption of private capitalist shares, setting a uniform interest rate of 5 per cent per annum.The productions was allocated by the country. Besides the uniform interest, the capitalist would not exercise authority as a capitalist, and gradually be transformed into a self-supporting labor. In September 1966, after fixed-interest deadline, the public-private enterprises had transformed into socialist public ownership. The famous state-owned brands like Moutai(茅台酒), Wuliangye(五粮液), Tongrentang(同仁堂), Quanjude(全聚德), Donglaishun (东来顺)and Wanglaoji(王老吉) were all transformed from private enterprises.

The so-caled “3-antis and 5-antis”movement (3-antis:“anti-corruption, anti-waste, anti-bureaucracy”, and 5-antis: “anti-bribery, anti-tax evasion, anti-jerry-building, anti-stealing of national property, anti-theft of national economic information)” between 1951 and 1952, many people in Shanghai business community committed suicide because of unbearable humiliation. Jumping off and taking poison were the most popular means. And Jumping into the Huang Pu River was the most unwise means, because once rescued, they would be criticized and tortured more cruelly. Even if they died but their bodies were unfound, they would be classified as missing and their families would be blamed of helping them escape. In order not to get their families into trouble, suicide victims always berated themselves and sang the praises of the people’s government in their suicide notes.

Chen Yi, the then vice chairman of the Central Military Commission of CCP, also said that he did not know why he was accused as the capitalists. He was rather jumping off than to confess. So the government took urgent measurements, such as there were always guarders in the parks and besides the rivers and on the top of the high buildings. Anyone who escaped the “Five Reforms” by committing suicide would have all the company’s property confiscated. All important target persons were strictly followed, including their urination and defecation.

Lu Zuofu(卢作孚), he was the patriotic industrialist, founder of Minsheng Company, pioneer of shipping industry, and he started from nothing. In 1938, despite the Japanese bombardment, Minsheng transported evacuees and materials to Sichuan, directing the Chinese version of the Dunkirk retreat. During the war, Minsheng transported more than 1.5 million people and over 1 million tons of materials, and sacrificed more than 100 people due to Japanese bombardment. In 1950, he carried lots of ships back to mainland, and then his business had sharply declined, and after that he applied for 10 millions debits, but was refused. And then the employees started a fierce campaign of criticism and to order Lu to sell out the ships to pay for the salaries. And then Lu Zuofu’s child-raised righteous son came forward to expose that Lu once once carried two sofas in the ship back home, which showed his embezzlement. Lu Zuofu committed suicide by taking poison under insult.

During the “Five-Anti” period, the Minsheng deputy manager and the backbone of large ship captain or above almost all had been arrested for “review”, and the right-hand man of Lu, Zheng Bicheng was arrested and then was removed, and another man Deng Huayi was “capitalized” and two men were sent to death, including the director of Minsheng Machine Factory, Tao Jianzhong. Yan Yangchu once said that Lu was a perfect man. Liang Shuming once said Lu was a man with a high moral, public care but forgetful of selfishness, always gives not taks, and was almost comparable to the ancient sages and philosophers. Lu Zuofu, a patriotic national capitalist lived a simple life, put his head down, and worked hard, and was respected by successive government.

Wu Baixiang, the famous national capitalist, founded Tongji(同记) in Harbin, and lived a simple life, and walked to work every day, and he got no concubines and prostitutes. And then he implemented a shareholding system in Tongji, gave the employees dividends, and built welfare facilities such as staff hospitals, baths, and sports fields. And he opened schools in hometown. In 1955, Tongji was transformed into public-private partnership. And when CCP’s strategy to “lure snake out of the hole” is loud and clear, Wu pointed out it should give 18 yeas fixed-interest period, and then Wu was beaten as a rightist, and was brutally criticized during the Cultural Revolution, and finally he committed suicide at the age of more than 80 years old by hanging himself.

After the industrial and commercial transformation, public-private partnership, China’s old brands had become tasteless. The old people said before Quan Jude roast duck could be sliced 108 slices, each with skin and meat, and now has anyone tasted such roast duck? And in the past, there were 18 folded buns, but who has seen 18 folded buns now? In the China society, CCP government had killed private property, and stole the national capitalist’s property, and killed their flesh, and in the meanwhile, they also disappeared the sprit and culture inherited by the national capitalists.
