US Senator Marco Rubio Calls for Blacklist of Huawei Spin-off Honor

This Thursday, U.S. Senators Marco Rubio, Rick Scott, and John Cornyn called on the Biden administration to add Honor Device Co., a former unit of embattled Chinese telecoms giant Huawei, to the Entity List in a letter to Department of Commerce Secretary Gina Raimondo. The letter described the CCP state-owned firm post a threat to national security by evading American export controls.

The senators stated that Huawei, in order to avoid American export controls, selling the Honor company to the Shenzhen Zhixin New Information Technology Co., a company controlled by the municipal government of Shenzhen. The CCP has guaranteed continuous access to critical American technology, and numerous executives, engineers, and employees from Huawei migrated over to Honor.

In 2019, the Trump administration placed Huawei on the trade blacklist, arguing the company posed a national security threat. That action restricted Huawei access to critical American software and hardware components, including advanced semiconductors. Honor was a sub-brand of Huawei created in September 2011, became independent from Huawei in December 2013, and was sold off on November 17, 2020.  

In August, a group of 14 Republican Congressmen led by Michael McCaul, the ranking member of the House Foreign Affairs Committee, also called on the Commerce Department to blacklist Honor.
