Richard, who chairs the French Senate’s France-Taiwan Friendship Group, lead a Senate delegation to visit Taiwan. On Oct 7th, President Tsai Ing-wen awarded him the Order of Propitious Clouds. In the following brief statement, Richard especially praised Taiwan’s economic and cultural representative office in Paris, saying that it “does very well in representing the country.”

As the official representative of the French government, Richard called Taiwan a “country” which touched the so-called taboo and bottom line of the CCP. The spokesperson of the Ministry of Foreign Affairs of the Communist Party of China, Zhao Lijian, immediately issued a response, saying that calling Taiwan a “country” is against the general consensus of the international community. Regardless of diplomatic etiquette, Zhao accused Richard of lacking basic respect and understanding of the norms of international relations, saying he attempts to hijack the inter-State relations for self-interest. But this wolf warrior diplomacy has no impact on Senator Richard. At a press conference in Taipei on October 8, Richard once again stated: “The name of this island and this country is called Taiwan.”
