Led by former Hong Kong Governor Chris Patten, more than 100 members of different parties from Parliament in the United Kingdom wrote to Prime Minister Johnson requesting increased sanctions on the Hong Kong and Xinjiang issues. The co-signers, including Lisa Nandy, the Shadow Secretary of State for foreign and Commonwealth Affairs, Stephen Kinnock, the Shadow Minister of State for Asia and the Pacific, and Iain Duncan Smith. They were all previously sanctioned by the Chinese Communist Party.

The joint letter criticizes the Chinese Communist Party’s earlier sanctions on many British individuals and entities, and unprecedented attacks on public opinion representatives in the Western world. It describes how the “golden age” of Sino-British relations has passed, and requires the British government to formulate an inter-departmental strategy to deal with the CCP, and how they continually challenge freedom.The co-signed legislators demanded that the Magnitsky Human Rights Accountability Act be used to impose sanctions on officials and entities that continue to seriously violate the human rights of the Uyghurs and suppress the Hong Kong democratic movement, including travel restrictions, and the freezing of assets.

On March 26th, 2021, the Ministry of Foreign Affairs of the Communist Party of China announced sanctions on nine British personnel and four entities, accusing Britain of sanctions against China on the Xinjiang issue. Put into immediate effect, relevant persons and their immediate family members are prohibited from entering the country (including Hong Kong and Macau), their property in China is frozen, and Chinese citizens and institutions are prohibited from trading with them.

Currently, no Hong Kong officials have been sanctioned by the United Kingdom, but many Hong Kong officials, including Chief Executive Carrie Lam, have been sanctioned by the United States. The United Kingdom earlier announced successively with the United States, Canada, and the European Union that sanctions against Chinese officials and entities involved in violating the human rights of Xinjiang Uyghurs include Chen Mingguo, Director of Xinjiang Public Security Bureau, Wang Mingshan, Secretary of Xinjiang Political and Legal Committee, Wang Junzheng, Secretary of Xinjiang Production and Construction Corps, and Zhu Hailun, former secretary of the Political and Legal Committee. Sanctions include travel bans and asset freezing.
